Does anyone have any idea how they executed that flying kneedrop kick to break the biker's helmet open? even if anyone conceivably has the strength to do that, I think that sort of force would come close to killing someone. Not an exception they'd be willing to make for a stuntman. So what I'm asking is, was it just a breakaway stunt helmet?

yes, it was a breakaway helmet.

apparently the stunt team is not willing to risk injury via knee to the skull, but is willing to risk having someone's head run over by an 18-wheeler.

Yes, it was a breakaway helmet and Tony also had substantial padding under the knee part of his clothing.
